  2. Thanks for your note. I mulled about its/it's before posting this anagram. As I see it, it works both ways:

    So, it's rulers may dump carrot-colored false reports [so it is that rulers may dump ...]

    So, its rulers may dump carrot-colored false reports [so USA's rulers may dump ...]

  3. If you choose the "it's", however, quotation marks of some kind (or italics) are necessary...

    So, it's 'rulers may dump carrot-colored false reports'?

    ...otherwise it will be read as a mis-spelled its, as nothing indicates the necessary change of vocal tone to indicate the ironic mock quote.
