If you choose the "it's", however, quotation marks of some kind (or italics) are necessary...So, it's 'rulers may dump carrot-colored false reports'?...otherwise it will be read as a mis-spelled its, as nothing indicates the necessary change of vocal tone to indicate the ironic mock quote.
